The regulation does not create new deportation powers or new criminal offenses, as the legal authority to deport foreign nationals has existed for decades under the Deportation Act of 1956 and the Immigration Act of 1979. What has changed is the administrative process, replacing what was previously an unstandardized inter-agency workflow with a formal framework for identifying, referring, reviewing, and processing deportation cases.
Under the new regulation, deportation cases may proceed through one of two legal tracks. The first track covers general conduct and public welfare, allowing a case to be referred to the Minister of Interior for deportation review if a foreign national's conduct or circumstances are considered contrary to public order, good morals, or public welfare, and this process can begin without a prior criminal conviction. The second track applies to six defined categories of statutory violations following a final court judgment, including unlawful entry or stay, unauthorized employment, operating a business in violation of the Foreign Business Act, forging or using forged official documents, committing an offense punishable by five years or more in prison, and acting as a principal, instigator, or supporter of any of these violations.
One of the most significant operational changes concerns foreign nationals serving prison sentences. Previously, the absence of standardized advance coordination could create administrative delays once a sentence was completed. Under the new system, the Department of Corrections must notify the Ministry of Interior at least 15 days before an individual's release, allowing the government to review the case and prepare any deportation order in advance so that immigration procedures can begin promptly after release.
A referral or violation does not automatically result in deportation, as the Minister of Interior must review each case individually, weighing applicable laws, cabinet resolutions, and Thailand's international obligations. Where a deportation order is issued, it may also specify a defined period during which the individual is barred from re-entering Thailand. Separately, the regulation allows another country or an international organization to request, through diplomatic channels within seven days of a deportation order, that the individual be sent to that country or a third country rather than their country of nationality, citing the risk of torture, enforced disappearance, or other cruel, inhuman, or degrading treatment. Such a transfer requires the deportee's written consent and the requesting party's agreement to cover all related costs, and must be completed within 30 days, with the Minister able to grant up to two 30-day extensions.

CGH Injury Lawyers Partner Joins Committee Examining Colorado Jury Selection

Kevin Cheney, managing partner of CGH Injury Lawyers and a Denver trial attorney who has tried more than 25 cases to verdict, is serving on the state committee examining how Colorado picks its juries, which is collecting public feedback before it reports to the legislature in December.
The committee, formally the Jury Selection Working Group, was created by House Bill 26-1288, signed into law May 28, 2026, and codified at C.R.S. 13-3-121. Its members include the state public defender, the attorney general, representatives of statewide district attorney, civil trial, civil defense and criminal defense associations, four judges representing district, county, rural and urban courts, two jury commissioners and a professor with research experience in jury selection. Cheney holds the civil trial lawyer seat as treasurer of the Colorado Trial Lawyers Association. Appointments were due by June 15, 2026, and the committee is meeting through the end of the year.
The committee is not working from a single problem statement, Cheney told Denver7 in reporting published July 28, 2026. It is facilitating broader conversations about how to make sure fair and unbiased juries are seated.
The statute directs the committee to identify best practices in six areas: how much time attorneys get for voir dire, the use of case-specific or model juror questionnaires, rules for rehabilitating jurors, model bench book scripts, training for judges and lawyers and any other jury selection matter the committee considers appropriate.
Time is one of the areas already under review. Attorneys are sometimes given only up to 20 minutes to question 16 potential jurors, Cheney told the station, and the committee is weighing whether that window should be widened or whether time could be freed up another way, such as written questionnaires completed before a juror's court date. Several Colorado judicial districts already use questionnaires, though the practice is not standard statewide. Written answers, Cheney said, let potential jurors respond to personal questions without doing so in front of everyone in the courtroom — a prior injury, a medical history, a relative in law enforcement.
The stakes are concrete in civil injury cases. Colorado's modified comparative negligence rule, C.R.S. 13-21-111, bars recovery entirely for a plaintiff found 50 percent or more at fault, and non-economic damages are capped at $1.5 million for claims accruing on or after Jan. 1, 2025, under C.R.S. 13-21-102.5. A jury decides both questions. Voir dire is the only stage at which either side can identify a juror who cannot be impartial about the injury, the treatment or the money at issue; once the panel is seated, the deliberation belongs to the jurors. Injury cases arising in Denver County are tried at Denver District Court in the Second Judicial District, where juries weigh claims from crashes on the Interstate 25 and Interstate 70 corridors, pedestrian collisions on Colfax Avenue and falls on unsafe property.
Cheney's seat reflects a trial-first practice rather than a policy background. Low-level light therapy (LLLT) uses light energy to support the oil-producing glands and encourage healthier tear production. Forma-I applies controlled thermal energy to the eyelids to soften blockages and encourage better oil flow, while OptiLIFT targets chronic dry eye while improving lower-eyelid tone and blink quality. An effective blink helps spread the tear film evenly across the surface of the eye. Morpheus8, a radiofrequency microneedling treatment, renews the skin around the eyes.

AustraliaMigrate, a registered migration agency established in 2000, has published a review of the 2027 National Planning Level (NPL) for Australia's international education sector, confirmed by the Australian Government on 15 July 2026. The NPL for 2027 will remain at 295,000 New Overseas Student Commencements (NOSC), the same level as 2026, and the review is aimed at prospective students and the education agents and providers who work with them.
The review explains that the NPL is not a cap or a hard limit on international student numbers. Instead, it operates as a prioritisation system built into visa processing. Student visa applications lodged from outside Australia are processed as high priority until a student's chosen education or training provider reaches a threshold of its NOSC allocation for that year, which was 80 per cent in 2026. After a provider passes that threshold, further student visa applications naming that provider are still accepted and can still be granted, but they are processed more slowly.

"The most common misunderstanding we see is that the planning level is a quota that shuts the door once it's reached," said Ian Singer, Director and Principal Registered Migration Agent at AustraliaMigrate. "It isn't. A genuine student who meets the visa requirements can still apply and still be granted a visa after the threshold is reached. What changes is the speed of processing, not the outcome, and that's a distinction worth understanding before choosing a provider and a lodgement date."
AustraliaMigrate's review notes that the Australian Government has confirmed no active education provider will receive a lower allocation in 2027 than it held in 2026, and that a number of student cohorts sit outside the NOSC count altogether, including school students, standalone English language course students, higher degree by research candidates, TAFE and VET students at dual-sector universities, and students from the Pacific and Timor-Leste. The review is published against the backdrop of a related change already in effect: from 1 July 2026, the base visa application charge for the Student (subclass 500) visa rose from $2,000 to $2,500 under the Government's 2026–27 Budget measures.
Mr Singer said the two changes, taken together, are shaping how his firm advises prospective students. "Cost has gone up, and processing speed can vary through the year depending on how close a provider is to its allocation," he said. "Neither of those things affects whether a genuine student is eligible. Our advice is to apply with a complete file as early as reasonably possible in the intake cycle, because that is the one factor a student can actually control. Every application is still assessed on its own circumstances, and no agent can promise a processing time or an outcome."

AustraliaMigrate Examines Direction 117 Partner Visa Priorities

AustraliaMigrate, a registered migration agency established in 2000, has published an analysis of Ministerial Direction 117, the instruction that now sets the order in which family and partner visa applications are considered and decided. The direction commenced on 25 July 2026, replacing the previous Ministerial Direction 102, and applies to applications already in the processing queue as well as new lodgements.
Under Direction 117, the highest priority is given to onshore applications for the Partner visa (subclass 820 and 801). Lower priority is given to offshore applications, including the Partner visa (subclass 309 and 100) and the Prospective Marriage visa (subclass 300). Applications assigned lower priority are likely to experience longer processing times than onshore applications, according to the Department of Home Affairs.

"Couples going through this need to understand what changed and what didn't," said Ian Singer, Director and Principal Registered Migration Agent at AustraliaMigrate. "The location of the applicant when the application was made now carries more weight in how quickly a case is looked at. That's a genuine planning factor for couples deciding whether to lodge onshore or offshore, alongside all the other requirements they need to meet. It doesn't change who qualifies, only the order cases are picked up in."
The analysis notes that Direction 117 sets a broader order across the family visa program, covering applications already subject to ministerial intervention, then partner and dependent child applications, followed by orphan relative, contributory parent, carer, and other parent and family applications in that sequence. A related instrument, Ministerial Direction 103, governs the smaller number of family visa categories that are capped and processed in queue-date order.
AustraliaMigrate's review also covers the limited circumstances in which a Partner visa application can be considered for priority processing. Under Direction 117, an applicant must show special circumstances of a compassionate nature and compelling reasons to depart from the standard order, and a request is only considered once the application is complete. The Department of Home Affairs advises that most requests for priority processing cannot be approved, because other applicants may have equally or more compelling circumstances, and a temporary Partner visa holder generally cannot be considered for priority processing of the permanent stage until two years have passed since they applied for that visa.
Mr Singer said the direction is a reminder that queue position and eligibility are separate questions. "A well-documented onshore application in a busy period is still working from a stronger position than an incomplete one," he said. "Every partner and family visa case turns on individual circumstances, and no agent or direction can guarantee an outcome or a processing time. What a couple can control is the completeness of what they lodge and, where it's genuinely available to them, whether they apply onshore or offshore."
